Multiple cell phones multiple reviews?

So I have access to a bunch of burner cell phones, nothing is on them yet and I want to put them to good use. Me and several of my buddies have small businesses around town and I wanted to use them for Google reviews. One Google profile per cell phone. I have not started making the Gmail account yet but would there be any red flags thrown up for doing this, I do not plan to put phone service on these cell phones. Does anybody have experience with this? And are there any ways to avoid this being suspicious?

& without phone service, you will be using some sort of hotspot/wifi?
if they are constantly changing or if its the same
they will just get flagged too

I was going to let them age for several months to a year

Never tried that but probably won't work, maybe it would but do remember
there probably a dozen of others using their gmail or anything google related (like youtube) on that same public wifi. (which can also be a good thing)
If you do have phones numbers hooked up to those gmail accounts to verify yourself etc, and are not just reviewing 1 place, but multiple, and somewhat ongoing (and obviously, lets say you have 10 accounts, they all have a vary different mix of reviews of different places and not always the same places). Overtime, i can see those accounts being fine if you don't get flagged at the start

Yes that was the idea, reviewing many places around town to establish a general area but I also wanted to make every account a local guide. But maybe there are better ways to go about doing this I just want to be able to have 50 positive reviews across many platforms

Two main thing that does come to mind
First would be the shared IP's fingerprint.
Which may cause an phone verification lockout.
If u have numbers assigned to each one that happens (never re-used) i dont really see why they would flag it again, unless you fingerprint further by same reviewed places on multiple different accounts using that same shared wifi etc.
Otherwise, in google's eyes, you could very well be just a tourist who don't have mobile net or a net itself in this area.

Second thing is, ip at creation. IP at creation on a shared WIFI is as sketchy as it gets. If you got friends, go to their place and use their wifi and make 1 per ip per device.
That should also lower the risk itself of being flagged. Assuming your friends aint IM people.

or u can just use high quality proxies, but that becomes costly and it also has it's risks
