Well, you're a bit late to the party but anyways! The Google ads threshold refers to the amount of advertising costs that you can access and use before you are charged by Google. It's like a credit limit for your advertising expenses. It used to be 350$ 200€ 200£, but since these last 2 weeks people have been reporting that they can no longer get the max threshold and only allowed 10$ or 20€ depending on the region.
