How to set up traffic arbitrage website?

There are many types of arbitrage, I want to talk about Search to Search Arbitrage.

I saw somebody bought google search traffic, and sent the traffice to a page that display many search results (see the attachment),

I want to know how to set up my Langding page, let it be same as the search results page that mentioned above?

you need to buy cheap traffic (not google ads), send the clicks to a search result with expensive ads (google ads), and hope they click

so even though the traffic is originally for something stupid like "how to fluff a pillow" you send it to search results for "pest control"

probably want to mix in some bots too!!!!

You need to find a source of cheap traffic and then send that traffic to your web page containing ads(Google Adsense or ads from other networks).It is not easy to make a lot of money this way nowadays.The traffic arbitrage used to work very well some 15 years ago but not now.

I would say when you writing a lot of content then sending cheap ppc traffic to your site and hope to get leads or making affiliate sales, is like casino gambling isn't ?
