I needed to add external links to our webpages and our webpages are about PPO plans. Should I use backlinks that are directly related PPO plans, or can I backlink topics mentioned in the webpage (not directly related to PPO plans).
 
Do you mean something like sources and references?

In that case anything that is an actual source of information should be used.

For example, Affordable Care Act is mentioned in our page.I wanted to backlink so that readers can read about it somewhere else. but my boss said not to because its not related to PPO.

Since it was mentioned, it is obviously related.

Ideally you should not link to external sources at all.

Instead, create a page on your own website and link to that. That is how topical authority is established.

I personally rarely link to external sources.

what youre saying is, it wont result to any increase in credibility if I backlink reputable websites?

You can mention sources without linking to them, for example if one of your sources is a study by X university, simply mention that, no need to link to the specific study. Google is smart enough, no need to pass PageRank to an external source. Keep the crawlers attention on your site.

There is a debate about this.

People used to link to Wikipedia pages for this purpose.

I personally think it just wastes juice and might even boost competitors if not done right.

They are probably talking about incoming links, not outgoing.

Backlinks are different from linking externally in your own blog. Backlinks are links TO your blog from external sources, they still play a big role in SEO :)

i might have understood wrong. im talking about external links. links of other websites present on my webpage
