If I'm doing it manually, I'm not sure what to look for and what criteria to use to filter out the bots.

Getting lists of usernames on Instagram can be done with manual option by using the copy paste method or you can seek from developer to create working bot to use for the process.

The way IG is set up, how would you copy and paste? Can you recommend a reputable developer on here?

Scraper will scrape all the users, you need filters in whatever scraper you are using to filter out inactive/bot accounts as per the criteria.

For criterias regarding bot/inactive accounts, look out for these things :

1.More than 4k Followings, these tend to be mass followers and will be inactive for your account.
2.Weird username with lots of numbers in it, which doesn't make sense.
3.Random profile picture and randomly added posts.
4.Last post was made X months ago, could be 2-3 months.

But what you can do is analyze free report, from example from hype auditor. There you can figure out how they analyze what is important in bot detection.

It can, but it's very expensive so I don't recommend using it.

1. check if user has profile picture most active users have profile picture fake users a lot of time don't have pciture..
2. to check if has less than 50 followers and like 1000 followings. is red flag.

think you need a python bot or something to do this.

There are tools that you can use to scrape accounts with specific filters like someone mentioned a few posts prior.

The issue you will face is the scraping account getting blocked or banned as Instagram keeps doing updates against scraping the platform so it becomes more and more difficult with time.

The more I read these responses, the more I realize that it may actually be more cost effective to commission someone who's equipped with the proper tools to do the scraping for me. The panels I know that provide scraping services do not have very sophisticated filters. They basically scrape everything. I need to laser target my marketing. Which brings me to my next question: who's the leading expert around here when it comes to scraping with precision? Any service recommendations?

You can use some Chrome extensions.

Depends on what bot u use & what filters you have. If you have the resources, you can build your own & add your unique filters to avoid bots
