Most porn sites and sites like onlyfans allow verified users to create account and upload videos. To my understanding they pass the legal implications to varified users as they have all the data on them.

if users upload, it will go to your main host. If you don't have the space you can start off by embedding videos instead

Actually in that budget you can only get a decent shared hosting, and you might wanna start by building your website on any good offshore shared hosting and do not upload your videos on your hosting account, simply link them from any other porn related free video sharing website, once your traffic grows and you have more budget then move onto your own dedicated server with a good uplink like 1gbps full duplex uplink, that can handle the streaming good, and you can start hosting videos on your own server, but in this budget, linking other videos or embedding them, seems like the only reliable option that you do have.

cdn provider like bunny allows you to have video streaming. It is very cheap (For a start it will cost you $1/month. Additional bandwidth is pretty cheap as well). If I was in your situation, I would upload the videos to bunny, instead of the server. That way, you can take the stresses off from your server, and it might actually work with the $9 vps as well.

But it does depend on the legality of the porn, as well as whether or not the provider allows porn atall. Be sure to check with the cdn provider before buying anything.
