Yes, definitely.
Please make sure the Windows server is 2016 or above. (2022 is suggested)
By the way, If you want to use Android Phone or PPPoE/FritzBox IP changing methods, you would not be able to use those methods to change the IP on RDP (VPS). You can’t connect an Android device or router (which is necessary for these methods to work) to your virtual server. So, you would need to consider buying a virtual server (VPS) only if you’re going to use Proxy or VPN mode to change the IP.

I am using it and it is seeming to make an improvement in the serps. Proxy quality seems like a major factor. I am currently using a private 4G proxy and that is working great. After I swapped to that, it started boosting me in the serps.

The dev recommends against using it for ad sense. You can do gmail profiles and browser profiles. You might be able to warm up a bunch of profiles and do it. There is always the risk though of getting banned.
