So Basically there is no commitment that YouTube will actually pay you even after you are monetized because what they will do is Triple check your ID
and maybe your Bank.

They only ask for your ID once and won't check again. They accept payoneer I don't know about wise. You can use fake ID to verify

It's better to post both videos amd shorts at the same time in my opinion
When i start doing it (Currently stopped because of other orojects) I'd usually make a cash cow channel make around 10 videos and 1-10k subscribers then sell it for 1-2k$ 2 such channels a month to make 2-4k$ with like 30mins of work a day. But now got better projects, but it's still great source of income.

For the content id method, you also need 1000 subscribers and 4000 hours of views, just like in the youtube partner program?

I have this same issue. So the best bet is to just kill the channel and try to start the channel at a remote location?

Meh. It’s low but you’ll hope to get high volume. Other niches do have a much higher RPM so you’ll need way less views.
