so why not have a money pool to purchase it? get 700 people to all throw in 1$ and voila, BHW has it, for the low low cost of, a dollar, for 700 people.

I guess it's nothing new if it is just a pay per call. the plan is join a cpa network with pay per call lead, it means you are getting paid per minutes of call on someone you refer mostly on a private call service in the topic of sexual problems, then advertise it using mobile ad networks like admob.
