Which software should be used for comment backlink?

Scrapebox , I haven't tried gsa for comments, but now I do I will. I haven't used rankerx or xrumer but as previously said they can be used for it too.

Scrapebox has it for sure, but not sure if comment backlinks are worth it, specially with high obl blogs (e.g. those who are already being spammed). IMO those will do more harm than good if the obl is high.

Spot on!
Comment backlinks are not so effective and unsafe after some earlier updates.
Have a thought before using!
