Hi. I'm interested in becoming a headhunter, but I'm not fluent in English. However, I have unlimited access to view resumes on the Indeed website. Do headhunter agencies offer any affiliate programs? I could reach out to potential candidates or create ad campaigns on Indeed for them. I would appreciate any guidance.

There is good money to be made in this, but affiliate programs are not the way to do it.
You are best reaching out to smaller recruitment companies and splitting commissions. I did something like this a few years back and made $thousands per successful applicant.
As you are concerned about your english level, set up a jv on here with a native english speaker, you will make far more money splitting your commission cut with them than on an affiliate program.
