The problem is that many times your website is lacking something else, not juice, so until that is fixed, links have minimal impact.

First you need to check DA and traffic, DA up to 35 and traffic up to 15k is a good start for link juice. Keep in mind the link must be do#follow and niche targeted.
You can use semrush and ahref etc to check the stats.
