cloaking isn't the easiest to do. You would generally need to purchase a service. But if you search cloaking, you should see lots advertised.

You can use cloaking only when you want to show some other content to bots and different users, I suggest getting your account approved and verified, Doing cloaking is also not an easy task, requires experience, a good cloaker, stable account, after this, there will be no guarantee how long your account will survive.

Few ways that you can try
1) Cloaking - but not everyone is expert on this, you need to find a better resource here!
2) Just find a few sites those Google is allowing for the "Keywords" you are looking to run, if you found YES google allows, just make similar website let it run for few days with min budget (5$-10$) and later on change it your landing page
