Facing Account Review Issues

Hi Guys

I have been facing major issues with account reviews where all the new accounts which i add or my previously warmed-up accounts are going into reviews. Whenever i check a keyword and hover over the "Eligible" part, it is just says we dont know why your ads are not showing. Even when the accounts are left with no changes, I am still facing this issue.
Is there something which i could do?

it's happening for the last 15 days. almost all of my accounts also go into review after Adding AD or modifying existing AD.

Are there any changes which i could do to try and resolve this?
Most of my accounts are warmed up where i have spent some money to try and increase their longevity and stability but this is clearly not working out.

Umm this is surely not the case because all the accounts are already prepaid. Google already as my money for these accounts.

Yes, most of the time this message predicts a suspension of the account

Yes, I have experienced the same. If I try to make too many changes, the account will get suspended shortly.

Can you share some moves which i could do to get these out of review?

to me yes 70% coming out of review and 30% suspend. it can be varied by GEO or account history/strength.
but problem is when I edit or create AD again then again it goes in review and the same cycle start.

I have many accounts with this problem, and as a result they are banned accounts
