Yes, they won't hurt. They won't be the links that push your site to the top unless competition is super low.

If you're creating them yourself or you're not paying much for them, then go for it.

These are all web2 links. Links that you can create with your own content.

They are not that useful compared to contextual, editorial links on other websites. But I wouldn't call them useless either.

They can definitely help diversifying your link profile. And they improve third party domain stats like Ahrefs and Moz's DA.

Yes they are cheap and will contribute towards improving your DA / DR.

Penzu and Telegra.ph are both in GSA now, so they'll be even more spammed than they used to be!
