Is it possible to target multiple cities without creating separate pages?

Hi,

I think the headings say it all. I am working on a client's website content and want to target different cities with the same content.

What should be my approach? I am thinking of adding a table in every content like this -

Areas we cover

City 1

City 2

City 3

City 4

P.S. - I am not writing it. Someone else is writing; I need to pass instructions.

You would need very good geolocation data, check MaxMind, better to pay instead of using free db that is floating around. It should be relatively easy to automatically fill the city name or other details when specific range of IP is detected, long time ago i did something similar with php, probably is doable with javascript, too. Not sure how google would "see" those pages that change or manipulate content based on IP, probably not happy about it. Also for ranking is not good, you would need separate pages instead of dynamic changing content.
