There are so many harmful links there. Elon said that he will fix this but I see it rising.
 
If any user gets scammed because of suspicious link on Twitter, can he take legal action against Twitter platform?

If you can find out the scammer's home country, you may have a shot.

First thing is to file a police report. The police will request account info from Twitter to find out where the scammer is. If it's a local scammer (unlikely) they can get arrested. Else, if international, you could try suing Twitter but unlikely to work (unless you spend $$$$ in lawyers).

The bot / scam situation got much worse in recent times. Whatever Elon did since he took over is definitely not working.

A link generally is not harmful (sql injection is rly rare, so are drive by injections), accepting some sort of malicious contract is harmful. There is a guy selling a forum 0day for $15k USD, that is one that requires you to click nothing - I'd be more worried about that.

Just an example "You don't sue the President of a country, if you get robbed by some random thief on your way to home."

It's hard to blame Twitter for individual users falling for scams. Just take extra care and don't click on suspicious links.

in 12 yrs i get 0 spam. no fake pms trying to sell me anything

Dunno how but feds always find the culprits. Really can't hide in today's world. If they really want to, they'll find anyone.

NO, offcourse not. Twitter its not responsable because you belive some link or some words from nobody with a nice profile picture.
 
I don't think so, read the Tos usually they cover their backs there so no one can sue them easily.
