Is there an extra comission fee when we pay with the Card thru PayPal? I just noticed I was charged a little bit more than initial price after discount.

For PayPal yes, due to the fees.

1. In what criteria to determine how long does it last: between 1 month or 2 months? (from incur charge)?
2. To be clear, if I spend ~$70 in 1st month from incur charge, can I still use the remaining $50 in the 2nd month?

It depends on WHEN open ai decides to charge/bill you for the usage. That's why I said 1-2 months.
If for example you used $70 in the first month, and in month 1 Openai decides to charge the account, then of course you cannot use the remaining $50 as the account will be deactivated due to failed billing.
If you've used $70 during the first month and Openai still doesn't charge you, then of course you can use the remaining $50 in month 2.
Nobody knows for sure When they will charge the account. It's always between 1 to 2 months after you start using it.
Usually people will already fully utilize the $120 within few weeks, as they use these api accounts for mass content generation.
