Or what should I do to get a threshold or to be able to advertise properly?

I use mobile proxy and portable firefox. I create my own accounts and open a business and enter fake ads from there. 5-10 minutes after entering, I enter my main ad. Everything is approved but not broadcast, it goes to manual review. Can you suggest something to me please?

If the ad status shows as "Eligible" / "Approved" AND the "Policy details" shows as "Approved", then the ad is NOT under a review and must ideally be live. If the ad status shows as "Under review" AND it has been so since over 3 days from creating the ad campaign, then it is most probably a manual review and in such a case, you need to wait. If so and you've waited upto ideally 7 days, then pause the campaign and create a new campaign.
An ad campaign (Google Ads) always initially goes into a review, which is always an automated review and it ideally clears review and goes to be eligible / approved within 2 to 3 days. The ones that go into manual reviews, are the ones in niches that Google Ads algorithms consider as "high-risk" niches.

Fill and submit the Google Ads account suspension appeal form (no matter even if the suspension reason shows as due to unpaid balance).

the account is suspended even if it does not spend . I think there is a problem. I should be able to open an account and open ads without suspending. What would you recommend to me?

You must use a trustworthy gmail and possibly use an anti-detection browser

so in order access google ads, we need access it from google products too, what you suggested then google pay, google play, admob
