Why Twiter is not shadowbanning accounts?

Worst case scenario, if you are shadow banned or completely banned, just start again. This really is a no risk situation because if you stop spamming, you have nothing to do with the account. You only move is to keep doing what you do wait for the ban (either type of ban).

I assume it has something to do with users not reporting you, but it's just a guess.
