Do Backlinks to Same Page From Same Page Count as Multiple Backlinks?

I have found a site that will put a small ad on the top and bottom of every page. If both of those ads link to the same place (Money Site Home Page), will that count as 1 backlink per page, or 2 backlinks per page?

I am just unsure if they both to the same place if it only counts it as 1 backlink. But I assume since it is in the HTML twice, it would count as 2.

Hopefully this isn't too confusing and I appreciate any responses I get.

Also, because it's clearly from an advertisement, the link will not count as a usual backlink.

I am not being rude so please don't take what I say the wrong way. From looking at the people who use these ads it is considered a normal backlink. Over 700k from just that site. I don't care about SEO benefit for this one. Its literally just a way to get big boss off my back. Big boss is a very old veteran who will not allow me to explain that more backlinks means absolutely nothing, he just wants to see the number raise. So that's really all I want to accomplish here and I believe it will.

I was more or less just wondering if it was in the top and bottom ads if that number would be doubled.

As I stated before, I already know this and have tried to explain but the owner wants that number up so this is how it's gonna be done. Spam or not I'm paid to do what I'm told even if he makes an ill informed decision about it. Just want to know if I get top and bottom links if it will be double as compared to one space at top.

It's a little bit tricky and Google can take it as a spam, I think your should avoid it

As far as I know, two links with the same URL don't hurt SEO, Google will only see and consider the first one, I don't believe there is a penalty. However, it's widely believed that only the first link to each page will count as far as link juice goes. So, if you have two links on the page that go to the same site make sure that the first one has the anchor text that you desire to rank for. Two or more AdSense accounts on the same website are allowed by Google Ad policies. For example,
Same spot number for the same ad: If spot #1 on the top shows' ad X, spot #1 placed at the bottom will also show ad X again.

Do you know if you have 2 links that point to a different page, if those are counted separately? Like if first link points at homepage and second link points at a category, are they treated differently?

It will not help for seo if you do 2 backlinks from same site.
