Have I been hacked via cloaking?

My site seems cloaked in a way.

3 of my pages show "Excluded by meta robots" on GSC

I've checked:

Developer tools
Yoast
Robots.txt
Wordpress reading
Screaming Frog

All these pages show Meta=robots index, follow

How do I fix this?

Is your website using WordPress?
