In the approval posts from mods it says: "If you feel that the quality of the service has dropped significantly, please let us know via the report button."

It's actually part of the copy-paste template they use.

But when you do that, the instructions are "My suggestion would be that if the quality and what you have purchased is not what you expected you should start a dispute."

Just wanted to flag for staff that there are obviously conflicting SOPs internally. If best path forward is a dispute then template needs to be updated to 2023 SOPs

The mod meant start a shitlist. That is good advice. With a shitlist the service and seller can be evaluated better since the seller will get a chance to respond. And you will probably get a refund if your claims are true.

That’s always been how BHW works.

it seems you created the thread to expose the service that supposedly dropped in quality

I guess he means if starting a dispute is a general advice, then the template should say that instead of saying “report the thread”.

Ok. But the issue could be more complicated than general issues like quality problems, and the mod team might need to know immediately. Posting a shitlist takes time and effort. Reporting a situation like being threatened, extorted, or doxxed by a seller takes seconds. There’s several ways to look at this.

Hmmm that’s one way to look at it. Let’s wait for the official input.

Let's be real here. There is plenty of conflict between the way things are handled.

For example look at this shitlist:

https://www.blackhatworld.com/seo/xeervier-scammed-450-in-btc-from-me.1503088/
The thread was made live 18 hours after the buyer made payment (check the tx on blockchain), but the rules state:

"This includes diligently exhausting all forms of contact available, waiting 48 hours at a minimum"

And there are plenty of other examples or going against official policy.

The takeaway from this is: this is a community with volunteer moderators. Not every mod is the same and they will use their best judgement, which IMO is better than being a stickler for the rules. But this uncoordinated state is what sometimes causes conflicting outcomes, such as some people getting banned/warning and others just getting their posts removed when violating the rules.

The reason it states that members should send in a report is because it notifies moderators that they may need to check the thread out. If there are a large number of valid complaints or the seller has not been managing their thread for a while, the BST will also need to be closed in addition to a dispute thread needing to be created.

Additionally, this instruction also covers sending in reports if a service has changed in a way that is not reflected in the main post (pricing, for example), in which case a moderator will look over the thread and ask the seller to edit it. The thread may also be closed until it is updated.

These are all reasons why we ask people to send in reports. Hope that clears things up for you.
