Do I have to answer bad reviews or neglect them?
Why do negative reviews always seem to appear at the top?

Answering negative reviews has it's value from my prospective. I use to run few facebook pages for my clients, furniture niche. So when a negative review appeared, I usually answer them with 2 ways:
1) Apologize and invite customer to receive a compensation (which he will never get really).
2) I deny doing business with the customer (wrong store, wrong shop, we don't know you).
Regarding the value of it, when people search for your business and see unanswered bad reviews, they automatically accept the bad reviews as %100 description of your business. By answering, at least as I believe, you are showing you as the business "care".

Always answer bad reviews, it's like a debate, where if you just keep silent, you automatically forfeit.
Exactly. Personally, I find that answered bad reviews lose like 50% of the power instantly just by them being answered, and they are daunting. It's easier to "attack" companies that ignore comments just for bullying purposes, than those that actively monitor and manage their ORM.

But it's not only about answering but answering the right way in the right tone. Wrong answers could lead to major issues.

You can do that if you want to be ethical

If you don't mind playing a bit dirtier, gaslight the negative review. Most negative reviews are written emotionally, sometimes with swears thrown in.

Respond respectfully, go point by point to explain your side of the story. When making claims (both true and false ones) use definitive language, but only make indirect accusations about the reviewer. And always address them in a professional and polite manner.

Obviously this won't work if you have more negative reviews than positives. But people tend to believe whoever sounds more reasonable, logical, and coherent.

Always answer them.

People tend to be skeptical of good reviews and look for how you respond to the bad ones.

Yes, You can answer the bad reviews and just tell them you're serving properly without any issues and ask the user to contact you for solving the bad issues happened with them.

Responding to feedback should always be done.
It was rightly written above, unanswered feedback is alarming
