GOOGLE ADS Spending issue since May 25th

I'm wondering if you guys are having issues with Google ads only spending about 50$ for a whole day?
Im running App promotion campaign at the moment and I have more than 10 Google ads having this issue so I don't think it is an issue with each google ads account because it all happened on the
same day on May 25th.
I've tried splitting campaigns as well both will still spend something like 25$ each for a total of 50$.
I've tried pausing and unpausing still the same.
I've tried targeting CPA at a very high number to force it to spend, still the same.
I've tried deleting and creating a new campaign, still the same.
I'm not using threshold accounts, and my campaigns have been running since February at around 300$-500$ per day without any issues for each account.

Google has changed its approach. Now when ads are limited by policy, then such ads are shown very very badly. Therefore, it is necessary to make sure that ads are not limited.

I still have 1 google ads account out of 10 that can still run at 1000$ per day and it is also limited by policy. And a few campaigns that are eligible and not limited by policy still running at 50$ per day.
