Imagine this. You just started a site a week ago. It doesn't rank anywhere on google, there's no social signals about it anywhere and all of a sudden you buy an expensive PBN package and your site gets linked in sites that have backlinks from Forbes,Times etc. Ofc its gonna look sus to any automated watchdog at google monitoring backlink profiles.
On the other hand, if your site is as popular as ArsTechnica or smth, it wouldn't matter if you got hundreds of backlinks everyday. Even if they weren't natural no automated process is going to find it sus.
Build as many as it would look natural for your site. Its hard to programmatically verify if a backlink you acquired was natural or blackhat, there are hundreds of heuristics like these however that are used for checking for blackhat activities at scale.

It's not just about the number of links, it's important when they get indexed. You can buy 1000 links and only 20-30 will be indexed in the first month. Therefore, it depends on the quality of the links - if they are slowly indexed and the site is more than a year old, then I think you can safely buy 50-100 links. Depending on the topic, it is often better to buy 5-10 strong links

There are too many variables to consider to put an exact number on this. As other users have explained, quality is better than quantity, although there are cases where you do want quantity. For instance, for my company website, I prefer quality backlinks that I know will help boost my rankings in the SERPs. For a parasite page though, I'll toss whatever garbage I can at it. In fact, I've been doing that for months for a relative's Yelp page. I've been non-committal about it and he's currently in position #9 for the target keyword in Google.
