How does cloud hosting work for hosting PBNs and different IPs?

Can someone dumb it down for me? I currently have about 25 PBNs I'm hosting on different hosts, it's getting expensive and not easy to track.

What do you want to track?

All cloud hosting does is connect multiple machines (virtual or physical, does not matter) to a single network. Hosting companies have their own proprietary networking tech to connect these machines to a single what is called a "network plane".

But that only works if you are on the same hosting Providers machines. You can't just connect a server from HostKoala to a server from Hetzner on the network level.

What you are likely looking for is a multi-site wp management software. These are installed on all your hosts and track/manage your wp sites on them.
 
actually it depends upon your total CPU and RAM usage, and I would recommend you to go for a bare-metal or a full dedicated server, as with your own dedicated hardware it can be much better.

I want multiple ips so each pbn is on the same host but different ips
