Yeah, if spampages make it into index, they usualy stick there until they get manually punished. This takes some weeks to month.
Bing is way faster doing so, basicly banning suspicous stuff not manually. There spam ranks for normally about 2-4 days - pretty fast and high, though.

They will only rank more as google has been hitting small websites over the past years and focus more on Authority. Which basically compares whole domain power instead of single pages.
So, all you need now is a website with thousands of auto generated pages + thousands of backlinks.
So, why not create thousands of pages websites and interlink them to each other. Its like hitting 2 birds with one stone.
I have no idea how can google counter that. And if someone old enough who witnessed the linkwheel deatruction era, can you shed some light how such huge link wheel farms passed! Its like 2008 all over again.
Tbh, I miss Matt Cutts.. He seemed to have some type of control over the algorithm. Since he left no one knows what is happening anymore specially google itself.
I can swear they stopped naming their updates and its purpose because the themselves have no idea what it actually does .. looks like the alogrith got too big and too complicated for a human mind to comprehend the total effect when ultered

let's say you want to do it, what kind of interlinking scheme will you use? Using something like 'footer link' that will put the links on all pages?

No, from the content, every pages links to random 2 or 3 other pages from other domains. Your problem will be the cost like I said in a previous reply. Buying 1000 domain from the start and hosting them won't be cheap. And you need good programming skills to automate the whole process.

These is the same kind of spam that killed my niche, soon those legit sites will have their indexed pages reduced to smithereens a collateral damage when G try to combat these spams. In my niche G reduces the number of search results resulting in lost keywords and yet these spammers still persist to this day. It's virtually impossible to compete with these guys they have the budget and resources to run these kind of spam.

Finally, someone from this era. I remember my websites getting hit for few interlinking (less than 10!) .. algorithm was very sensitive and really brutal toward linkwheels.
Now hundrers of thousands of pages are interlinking to each other and its okay!! Like is it some button! Did they switch it off by mistake! some programmer was like, yeah, we don't need this code anymore! Is it the scale!
I mean its not that hard to fight. If A links to B, B links to C and C links back to A, then devalue these links, or de-index them just for the fun of it. All these websites will be wiped with few hours.
Google vision has shifted over the years. Instead of fighting spam and cleaning the search index, lets push organic results further and further down so it doesn't matter anymore. If those results won't be seen by the visitors, then all this spam fighting effort won't be needee anymore.

Doorways with a scraped content, interlinked heavily to keep google bot on the pages. When site gets banned they send the bots to the new sites, imagine having millions of pages crawled by the bots.
