I sent 17,000 emails and gotten only about 5 people interested in exchanging backlinks. Is it too low?

How about yours? What are your stats like?

Maybe most of your emails fell into spam?
5 out of 17k emails sounds very unlikely otherwise.
Even on the lesser side atleast 4-5% of emails should've converted.

Definitely falling into spam box.
Also, are you sending mails to webmaster's personal email or the domain email indicated on their site?
Personal emails tend to have higher open rates.

Yes, I just tried sending test email and it's falling into spam. Also get 5.3/10 on mail tester. Thanks for letting me know.

Can you tell which email service you use. I'm using emailyard.com and seems like it's no good.

Also, the one that accept emails collected from websites, not subscribed.

I don't do automated email campaigns. I sort out the email of webmasters most likely to reply.
I send 4-5 emails day from domain emails of sites that have same site name as mine but different TLDs (to avoid getting my main site email blacklisted).

There is no email sending service that can guarantee all your emails will reach the inbox, there are reputable providers known for good deliverability rates. Some popular options include Mailchimp, SendinBlue which are good IMO.

Not very sure.
But we cannot be sure, that all emails to inbox, as the receiver can block new ids

Yes, Maybe your email going in spam folder

It’s looks like most of the emails went spam. May be you can hire some people who are experienced in email marketing

It's really a hypothetical to find a solution maybe your email won't send to the leads correctly or your content won't be attractive or your offers and prices are nor satisfied

Keep follow up few times might be you get some conversions
