What counts as “using the account” ? Logging in? Or something else

The gpt 4 approval duration is not fixed. Got approved for some accounts within a week, but some accounts it's been a month. If you need $1000 credit limits account, I have two accounts in which I applied for gpt4 already, so that they get approval anytime soon.

The rate limit is 3 RPM and 40k TPM for gpt3.5 turbo.

The rate limit for gpt4 is the standard as mentioned in the above link I posted. But you can request for rate limit increase if you have valid project.

1) You are correct. If you start using the account after few months, the billing will start only after that month

2) I had logged in to the same account from several IP, didn't faced any problems till now. And the API I used are with different servers and tools running on different IP's.

3) I used VPN too, no problem till now
