You can't target keywords with this type of ads, they work per vertical/industry for the services each business offer.Not much difference than the normal GMB
Just make sure to use good keywords in your ads and always split test to see what work best for you

I do not think reviews are mandatory to get the google guaranteed badge. You do have to pass a background check, license check and have the correct insurance. We got the badge with only 5 reviews now we have almost 100.. It is our best lead source..Google reviews
