It is possible to do but the accounts need to be aged and it takes a while to change their location. It's surprisingly much easier to bypass Meta's ID verification feature than it is to make the subscription become available to outside accounts. The easiest course of action nowadays is to simply buy a pre-eligible account and verify it under any pseudonym of your choice (still has to be a human name tho).

Some Turkish forums claim to ''activate'' the Meta Verified button on your profile in ineligible countries within hours of time for $50. But they ask you for your login credentials and some of your selfies.
From what I understand here, they somehow contact instagram support and write them something. But this is not i have not tried for the past couple of months, still no luck. I don't know how they do it but somehow they pull it off within hours. I ain't giving my login credentials to anyone though.
