Why would you choose something that is prohibited in your country if I may ask? It might not worth all the trouble unless you already have millions of people looking for a porn site in your country. The CPM for ads on such sites is around $1 for tier 1, 2 and 3 countries combined so you can do the calculations if it's worth it for you. To answer your question:
If you really want a website like this you should definitely not host it yourself, consider using a hosting service or a content delivery network (CDN) that has a datacenter that is located in a country where hosting porn sites is legal. Do some research on the laws of the countries and pick one that suits you best. Also look into VPN and VPS to stay off the radar.
But then still, even if your website is targeted on your own country, the people accessing it should be using at least be using a VPN in order to visit your site. Which means they could just visit every other porn site too.

As I can read you are from Turkey. I agree you have to do something for money. Even though porn sites get hits faster, the hits are worth less in value because most visitors have only 1 objective visiting those websites. Turkey has a lot of amazing opportunity like to get quality clothing for cheap pricing. Save money, keep networking on forums and see if you can make a connection. The thing is you have to provide value in order to attract value. And porn has low value because 80% of the web consists of it. Instead try something with earning potential like promoting Crypto offers because those revshares can go crazy, I have seen people get $500-$1000 from one lead. When I started out in CPA I also stayed at the same place for too long because it was working, even if the clicks/payouts were low. If you have never earned those amounts with a porn site my advice would definitely to look into other opportunities.
