I think it's not illegal, but if you share other markets, and another person or individuals it's illegal maybe somebody uses it for these unnecessary things.

it's a vague question, like they say, it depends on how its acquired and what you do with it! Generally, the most kosher thing are contacts who OPT in to your email list.. but hey, this is BLACK HAT WORLD

In some countries, such as the European Union, it is illegal to buy or sell email lists without the express consent of the email addresses' owners.

Depending on where you live it could be, what we call in the professional industry as, turbo illegal. Honestly, acquisition is as illegal as selling it. On top of how difficult it is to get in the first place (usually from hacker leaks or mishandling by corporations, etc.) it's pretty unrecommended.
