I don't see why any network would not accept bulk mailing. It's just email marketing.

If by bulk you mean unsolicited AKA spam emails, I don't think any network would openly admit they would accept that kind of traffic.
On the other hand, almost all the big networks accept email traffic. Depends on each advertiser. If you can filter your list and can send in bulk,
it's a win-win, so you'd be good.

Yeah, that's not what you would want to mention when applying. Should have kept it as email marketing. Bulk email marketing sounds like you are just gonna be spamming random emails.

Email marketing is fine. And if you want to go a step further direct them to a pre lander from the email body and then to the offer.

most of them but bulk email marketing is not something like a few years ago, you need to invest time, effort, and money to make sure your database has good quality. Or otherwise, your journey with those networks/ advertisers will be cut short tremendously.
