Norway, NZ and Canada (apart from Ontario) are unregulated markets, so you can't easily advertise on google, facebook or any other platform that's bringing decent value customers. keep reading the forums if you want to do it yourself, post in the hire a freelancer forum or get scammed by the coyotes that will be sending you private messages because of this thread

if you have a decent budget (and for gambling offers you will need it), you better off going through an agency who have good historical record running casino and betting ads and also licensed. They will take a cut of your budget but it's usually worth it.

dude this is like ongoing question I use to work on google cloaker ads till august this year now we have hired an agency honestly who is like doing it for google for us however not for all client for some geos.
Meta can be done without cloaker and it is easy with cloaker. If you need any help or strategies let me know

You should first get social casino license then run legit ads for a week or so then slowly slowly add your BH ads in it.
