You can use it in Google Ads by logging into a Google Ads account, then go to the billing section and add the card or vcc there, as a primary method of payment.

Its says prepaid cards can not be used

I have created canada wise business account, i have visa cards, but google ads says prepaid cards can’t be used

Obviously, prepaid cards cannot be used in order to activate a Google Ads threshold account.
Prepaid cards can be used to manually MAKE PAYMENTS into a Google Ads account.
There are prepaid cards whose bins do not show up as prepaid, and usually, as also attested by lots of other members too (in various Google Ads threads), no one openly shares exactly which cards or VCCs they use for threshold Google Ads accounts and it is justifiably so, because no one likes to shoot themselves in the foot.
By, the way, I do not use WISE VCCs, but since you have mentioned WISE VCCs, I do know that even WISE VCCs (depending on region), does have some prepaid VCCs, whose bins do not show up as prepaid.
Whatever I have mentioned above, it totally and completely self-explanatory in every way possible.

As an example, see in the image below. In reality, this is a prepaid virtual card (reloadable). However, it's bin shows as "false" for prepaid and card type as "credit".
If you are using a prepaid card / virtual card / vcc to create threshold Google Ads accounts, it's bin must not show as a prepaid or virtual card, otherwise you'll get the message that "prepaid cards cannot be used to blablabla ..." while creating threshold Google Ads accounts.Making manual payments into Google Ads is a different story, for which prepaid cards can be used.

So ideal when it says prepaid - false and commercial - true (or whether commercial doesn't matter)? and does it matter what card type is showing (credit/debit/prepaid)?

wise bin works fine with google ads, you just need to find the countries that it works well with.
