What niche are you looking to get into? In general just like run a white angle in that specific niche for 2-6 weeks and then slowly shift over to black and sprinkle those keywords in make sure you don't do too many changes in one day more changes = bigger chance to get sent to manual review

2-6 weeks is too long. I can get the cloaked campaign with no warming up, no proxy, and a new account. It is still active for a month now.

well starting with a small budget and increase it slowly over time and also avoid making too many changes at once and give the campaign a few days to gather enough data.
