You should be able to mass message using bot and scrape is only possible when you have permissions to view contact details.

It doesn't have to be only upwork... Your target audience are freelancers. As long your product is a strategic purchase or that solve a freelancer's pain point, they will buy.

Leverage LinkedIn or twitter.

Go to Upwork twitter profile, engage with the users in the comment, in a short period you start seeing upwork goons on your feed and your stuff will also do the same.

Nurture them by tweeting regularly, not just tweet but post that touches the pain point of your Ideal customer profile.

Several saas founders have done the same.

there is honestly no way of doing that, unless:
1.- create a job gig that you know many people would apply to for example "I need someone that can help me using chatGPT for 1 week" and put some crazy price for it like $15,000
2.- you will get tons of users contacting you, last time I checked you are allowed to ask a question that they need to respond to, you could ask for a "portfolio or CV".
3.- usually if they have a web portfolio their contact detail usually email and number will appear in their site, if you receive their CV you could simply grab their mobile number and email.

The other way you could say
1.- I would like someone to either create or manage the process of creation for a website similar to this: "putyourwebsitehere.com" in that way they will go to your site look at it, and see whatever promotion you have in the landing page, if they want to learn more about that product they will definitely read more about it. it depends if you have a site with the means to convert whoever lands into into a lead or customer.

Is tedious work, but let me put it straight upWork doesnt have open api for their users, since thats where their money is, you will never be able to scrape their site for user details because it doesnt show, they dont really let you contact outside their platform.
