Buying deleted or inactive Twitter account?

As far as I know if is inactive no, unless you are able to contact the person and change it, customer service won't help you on this, what do you mean by deleted? because if is deleted is available to be used, maybe do you mean ban? if it is ban also you can't have it, if someone delete an account with the username you want you should be able to get it, unless they have it like in a black list and account doesn't show but is banned.
