ASN IPv4 Hosting Question

Hello,

I am planning on leasing some IPv4 addresses from an ISP to create proxies with. I was wondering if I need an ASN to host these, if I do is there a way to get one other than ARIN?

Ask the provider if you can use their ASN to announce your IP range. Many would allow it, but may charge you a setup fee and a small monthly fee.
 
Technically speaking, you don't need an Autonomous System Number (ASN) to host them. Unless you intend to announce your own IP prefixes using BGP, you should be just fine without.

You can operate a proxy provider without the need to obtain your own ASN, it all depends on how you are contracting your project and how much you are willing to invest.
