Where did you get the number 4,000 from? You can find good proxies for way less than 4$ with forum coupons, just have to look.

To monetize an account, I don't upload a single 1-hour video and blast it for an hour with 4,000 proxies. That doesn't make any sense.
The question here was about watchtime and not watchtime for monetization, if you want to do this to monetize an account you'll want to upload quite a few videos and do it in a month or two, not a single hour.
