Been thinking about this as well.. I think this "hack" gets increasingly more expensive the more full video views you have. So just buy them, but I'm not sure how you can make sure the views you buy watch the whole thing.

I saw the video live and thought about posting it here. Someone got to it 1st though. Shows how many quick view bots that dont watch the video long can be bad. I was never certain about bounce rate on YT as i had not really looked into its SEO as much except for other SpiffingBrit videos (he is one of the best SEO YTers). I wonder how well this would work with bots.

Only positive thing is that he said at the end of the video that our video can come back in ranking after going down for some time.

The technique is real black hat and evil. Though it is unethical to do it on your competitor but many people will still do it.

There is no need to worry about this. If people start doing this on large scale, Google will automatically fix it like they did for negative SEO.
