When Should you Buy Backlink for a New Site?

I just started to build a new site for my brand. I think I will start with a lot of profile and social media backlink. Then, after a month or 2 I will by a round 100-1000 backlink (but most of the backlink quality is not great - usually redirect link).

What do you guys think?

Well, I saw a few websites also did this and they're still ok now. And, to be honest those link are cheap...
My budget doesn't allow me to buy many good backlinks from high Domain rating site

Are you serious man? Redirect backlinks? Who advised you to buy these links?

Never buy such crap stuff.

Moreover at this stage you should only focus on sharing your content on social media. Gradually you can build backlinks over coming months. Go slow, it is a marathon, not a sprint!
