Any good cloaker will do this.
It's tough telling residential proxies / vpn apart though. But most popular VPN's are mapped, so you can whitelist vpn traffic but block certain IPs
Also : IP-only cloaking isn't very smart, you need a LOT more to get it right.

Blocking only Google IPs won't work, they use residential proxies

No they don't.
100% they don't. I've been cloaking them for years and I've never had a leak.
It would be legally very dubious for them to use proxies to crawl sites. They have to follow certain legal requirements.
It's one thing a shady company like majestic/semrush crawling through proxies, which they do, but google, no.

I've had more 5 figure days than I could count (fb/google). I was using a cloaker popular on the forum here. At one point I just blocked the entire state of california as I said above, although they will check from other locations. It's a cat and mouse game really. At one point or another, your account will get flagged. Use a good cloaker, block tech areas, hope for the best lol

This is only relevant if you're doing something shady that will attract reports. The actual google bot will not ever use a residential IP or proxy of any sort.
But it doesn't need a google staff member who just happens to be surfing at home to find you
It can be anyone who sees you're doing something shady, and when enough report, it'll get a manual review, and a manual review for cloaking will definitely use non-google IPs as this is a reviewer.

This is total B.S., they 100% use residential IPs. In fact that have servers placed INSIDE regular ISPs, have you heard of Google Global Cache?
You probably think you're cloaking when in reality Google doesn't care about what you're running, which is why you THINK you haven't had a leak when in reality even if you remove your "cloaking" your campaign will run fine lol.

There's some that can detect residential IPs like Traffic Armor. No one seems to know how it works but it does

Nope, it's not "total B.S."
I don't just "think". I run a 7 figure business based on what I do and I can verify it 100% with the Google cache.
If the cloaking is broken, then what happens is the wrong page shows up in the cache. It's VERY easy for me to verify. I have 300+ sites doing this, and not a single one has had the wrong thing displayed in the google cache.
