Can a GMB be verified with a virtual phone number?

Yes, but some sms services may work and some may not. But, virtual numbers do overall work to verify a Google / GMB account. However, if you will enable 2FA, then it is better not to use a virtual number and in that case use a dedicated number that you own (you can buy a new sim card for it, if you wish) or use Google authenticator (for 2FA).

You must use a real number if you choose verification by Phone. There will be sent verification SMS and you obviously can't receive that on a “Virtual” number.

thanks for this response. im trying to set up my first gmb for a rank and rent project im working on and wondering if i should just use a local cell phone to verify and then just add a virtual trackable phone number to the gmb. would this trigger a suspension? do you know how many times i can use the same phone number to varify different gmbs? once or multiple with out issue?

You're going to trigger a suspension. The only way a phone verification will actually work is if you have a super trusted account from someone in that area, on a real IP, real device and real phone number. Google will give you some leeway there. However, it'll probably suspend eventually anyway or ask for verification.

Yes I do. But it's not something that I can share as I don't want it patched.

I was able to verify a virtual office with a voip using phone verification. Took some work to get done.
