This is so wrong.The public chatGPT demo (the free one) and it's api is what OpenAI calls gpt-3.5.

ChatGPT is a smaller version of GPT models.
It's primarily for chatbot apps. GPT models are more for generic uses

"ChatGPT" is just a name of their product. It's not some bespoke different model "that is a smaller version of GPT models made for chatbot apps". It's just a frontend over a fine-tuned gpt-3.5 model.
After "chatGPT Plus" the free preview is simply using gpt-3.5-turbo which is the same model they make available over their api but with some fine-tuning. In chatGPT Plus the model is not the 3.5-turbo model. You can notice the difference in quality. it's likely that the turbo edition is their 3.5-legacy model with 4/8 bit quantization, hence the reduction in quality.
