Besides the above mentioned, https://vsys.host/ is one of the decent offshore hosting.
I used them to host adult content before and they ignored dmca complaints.

Do they completely ignore DMCA? I am ask because their servers are located in Netherlands, As far as I know NL servers are not full warez, All full warez servers I've had by now has been located in Russia.

they work good for my purpose - copyright dmca. i have no exp with warez dmca.
if all warez sites are on RU servers it has to be like that for a reason. so stick with an RU provider and save a lot of guessing.
you could open a ticket with knownsrv and see what they say about the various types of dmca and which they are most comfortable with.

Yes i use netherlands but me i just run a simple blog and it works fine .If you work with a complex blog with a lot of data i cannot help you with an answer as i dont have experience .Good luck
