I was always wondering, how PTC websites can provide ads to users since there's no network that allow that kind of traffic.

Where this kind of websites get their ads from? (ads like neobux, swagbucks and so on)
Also, i'm interesting in building such a platform, do you think it's relevant in 2023?

Even back in the day when those sites were relevant, most of the advertisers were other PTC sites, get-rich-quick scams, Clickbank offers or traffic exchanges.
Nowadays it would be smarter to just build a survey- or micro-task portal or something similar and forget the PTC ads.
