Thanks. As i observe, how they work is they create blog comments in their PBN and delete it after 1 week. Is this against google policy?

LOL all link building techniques are against google's policy

Google hates link builders because links are a powerful ranking signal and as long as you build links (no matter if they're free, paid, or whatever) you are gaming their system. The rankings we see in google are almost always the results of people building links, despite of what google says. If you don't build links other people will do and they'll outrank you because they take advantage of this flaw of google.

So, if you're concerned about breaking google's terms then you'd better not build any links at all, and let google rank you organically, which might, or might not happen.

So yes, everything that has to do with building links (including using indexing services) is against google's policies and if google catches you it will de-index your site without warning or possibility of reconsideration. But if you do things right they'll never catch you

If you are using autoblogging , copied, spun, duplicate content then indexer may help and pbn comments doesn't matter as they remove it. If it's not duplicate content like ai or by human writer then just use gsc and it's link inspection tool and then request indexing.
